· The Operation and Management of the North One Stop and the delivery of core and intensive services for the Workforce Investment Act (WIA), Welfare Transition Program (WTP) and Wagner-Peyser Customers

The Broward Workforce Development Board, Inc. and the WorkForce One Council of Elected Officials through their administrative entity, WorkForce One Employment Solutions is seeking proposals for the following services.
- On the Job Training (OJT) Contract Development for unemployed individuals and upgrade OJT Training, Employed Worker and Incumbent Worker development training contracts – in conjunction with all WorkForce One funding streams with an emphasis on the Welfare Transitional Client in order to increase the WTP client wage.
- Customized training for unemployed eligible WIA participants and employed worker training for WIA eligible participants.
- Assistance for WTP clients who are working in jobs paying less than $10.00 an hour by helping to train and upgrade them to jobs paying a better wage with their current employer or assisting in backfill with the employer’s concurrence.
- Partnering with educational institutions to provide WorkForce One participants with credentialed skills training, providing those individuals with wrap around case-management including tutoring and placing them into part-time jobs until completion of training after which participants shall be placed into full time jobs.
- Training offering a recognized credential which results in jobs paying a minimum of $10.00 an hour WTP clients 15.05 for WIA Adult and $17.74 for WIA Dislocated Workers.

The mystery shopper program is expected to evaluate how a WorkForce One provider responds to its customers. Would-be customers who have been previously trained regarding the areas to be evaluated will be expected to use the services available as any random customer would, and report to WorkForce One on their experiences. |

WorkForce One Employment Solutions (“WF1”) invites qualified Providers to submit proposals for providing innovative workforce development training and services for Adults and Dislocate Workers meeting Workforce Investment Act eligibility criteria as described in this RFP. Written proposals using the required forms and format provided herein must be delivered to WF1 by June 30, 2009, by 4:30 p.m., EST, at 3800 Inverrary Boulevard, Suite 400, Lauderhill, Florida, 33319 to be considered for the fourth round of funding which will be approved at the July 23, 2009, WF1 governing boards meeting.
WorkForce One Employment Solutions (WF1) will not accept proposals in response to the omnibus RFP after JUNE 30, 2009 as we anticipate that the funds set aside for contracts under the American Reinvestment and Recovery Act (ARRA) waiver will be totally expended following that date.
Should additional funds become available WF1 will reopen the RFP. In such instance you will see a posting on this site and WF1 will also place a notice in the newspapers.
