Job Description
Summary
Identifies, acquires, analyzes, interprets and reports on data relating to program performance, customer satisfaction, demographic and labor market changes to provide relevant information related to programmatic performance; and to improve corporate planning for continuous improvement.
Duties and Responsibilities (Other duties may be assigned)
Acquires and maintains in-depth knowledge of state and federal database systems that interrelate with the WorkForce One systems to best understand capabilities of the systems and potential data analysis issues. Works with WorkForce One department heads and other end users to identify data elements required for analysis of issues/problems for root cause identification and trend analysis. Develops and maintains reporting systems for the Operations & QA Departments’ data analyses. Provide on-going technical assistance, consultation and expert guidance to program staff to assist them in interpreting program performance against State performance measures. Devises methods and procedures for collecting and processing data such as program performance, labor market information, occupational forecasting and demographic data. Develops guidelines and standards in preparing points of view used in forecasting trends. Monitor, analyze and evaluate systems, goals and performance standards in collaboration with Program Managers and Quality Assurance Staff. to prepare gap analyses for staff and contractor review. Recommend strategies to improve and enhance performance. Analyzes internal and external monitoring reports for improvement opportunities and assists in the development, review and submission of Corrective Action Plans (CAP). Serves as point of contact for labor market data acquisition initiatives, performance analysis projects and ROI studies. Designs practical, user friendly reporting formats (i.e. tables, charts, graphs visually depicting data) and interprets, through written and verbal reports, key data regarding system production and performance, outcome trending, customer utilization and market penetration. Obtains state customer satisfaction information and provides independent analyses and reports for comparative review. Provides program statistics and other related data to assist in the development of RFPs as well as funding requests and related solicitations. Keeps up-to-date on changing laws as they apply to programs administered by WorkForce One. Prepares relevant materials and recommendations for presentation to Board, committees, key staff and community partners as requested. Develops and maintains data dictionaries of external/ancillary systems. Assists in identifying and ensuring that issues regarding data integrity of primary systems are investigated and addressed. Trains staff and contractors on the use of primary systems as needed. Participates in initial development of grants to ensure system capacity to track such grants. Requirements
Must be proficient in all Microsoft Office applications and possess extensive Word, Access and Excel skills, possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
Education and/or Experience
A Bachelor’s Degree from an accredited college in Management Information Systems, Business Administration, or a closely related field plus two years experience working with databases, data fields and data reporting tools. Ability to write SQL queries preferred. Additional qualifying education and/or experience which provide the necessary knowledge, skills, and abilities may be substituted one for the other on a year-for-year basis.
Incumbent must be experienced in and demonstrate strong oral and written communication skills. Must possess good presentation and public speaking skills. Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently and achieving assigned tasks are required.
